The evidence of adjacent frames on the film suggests this was the garden of Boston Tea Party on Park Street.

The replica of the Boston Tea Party ship Brig Beaver had been a landmark on the Fort Point Channel waterfront from 1973 until it was badly burned by a 2001 lightning-sparked fire, and another fire in 2007. Since then, work continues on rebuilding the site, and adding two more replica ships of the Dartmouth & Eleanor, the other two ships involved with the famous 1773 protest that helped spark (har har har) the American Revolution.

These two photos of the Beaver were taken in 2002, after the initial fire charred the masts & burned away the rigging, but before the ship was taken out of the water in 2004 for renovation work. Supposedly, the organization that runs the Boston Tea Party Ships museum wants to have it open again in the summer of 2010, but it looks like there have already been years of delays, so we’ll see what happens.
